En amont de la <b>Surtension<\/b>, il \u00e9tait \u00e9vident que l&#039;offre ne fournissait pas les services de mani\u00e8re ad\u00e9quate. Un manque de confiance dans le syst\u00e8me de sant\u00e9 et la riposte plus large s&#039;\u00e9tait d\u00e9velopp\u00e9, ce qui sapait toute nouvelle cr\u00e9ation de demande.
